I don't know why it assumed that it was blocked/denied.
This message comes from the client FascistFirewall / ReachableAddresses /
IPv6 code, rather than the server code. But you're right, it does appear
to be a mistake - as long as your relay could still bootstrap, it's not
blocked (or at least not blocked for very long). I should clarify the log
messages as well.
