Comment (by teor):

 This timeout was useful before we implemented #4883, because we would make
 one connection, wait for it to timeout, try a second connection, then wait
 for it to timeout, and then we'd wait a while before trying again.

 Now that we connect to multiple servers simultaneously, we should be able
 to relax the timeout to 30 seconds or something.
