Comment (by vapour):

 I tried to replicate the issue, which was possible.

 I blocked all traffic, except

 tor.exe
 firefox.exe
 obfs4proxy.exe
 conhost.exe (which was a subprocess of obfs4proxy)


 TBB was not able to connect to the Tor network.
