Comment:

 This is a super important ticket. It is likely a big reason why people
 using Tor on low bandwidth connections (for example, the ones where
 especially at-risk users live) give up on bootstrapping because it takes
 unbearably long or fails entirely.

 So it is sad that it has been left to rot in milestone "???". :)
