 Not sure what you mean but compiling Tor Browser with `--disable-optimize`
 seems to work even with the code in comment:16. So, EMET just does not
 like the optimized code mingw-w64 generates.

 This is no blocker, FWIW. If you are in the business of raising the
 severity of bugs, bumping it to 'Major' would have done the trick.
