 Quick notes:
    * The new block in directory_handle_command_get should be its own
 function; directory_handle_command_get is big enough as it is.
    * I think v3_reqs_by_version should be uint64_t, for peace of mind
    * What is the type of the target for v3_reqs_by_transport ? uint32_t?
 Something crammed into a uintptr_t? Something else?  The documentation
 should say.

 Otherwise looks fine.  I'm wondering whether this should wait for 0.2.9
 though so that I can merge an appropriate fast lookup function for you.
