Comment:

 User cannot install into non user-writable folder. TBB is portable (as gk
 said). If admin installs portable app to system folder for users, he is
 not an admin. If user has admin credentials and installs portable app
 (why? Does he know that it's portable?) to system folder, then nothing can
 help.
