Comment (by mcs):

 As part of the work that Kathy and I are doing for #13252, we will
 hopefully be moving the user profile out of the .app bundle on Mac OS.
 That will fix this problem because the profile (and therefore the user's
 bookmarks) will no longer be within a directory that is involved in the
 update process. Eventually we will want to do the same on all platforms in
 order to be more like Firefox and to avoid issues such as this one.
