Comment:

 Looks good to me, leaving in needs-revision for the spec and unit tests.

 Putting in 0.3.1, because it is likely that all authorities will be on
 0.2.9 (and never downgrade) some time mid-2017. (Unless there is another
 bad bug where they all upgrade, or we coordinate an upgrade.)
