 I rebased and refactored the snowflake-mac branch.

 I'm starting a build with it now. If it works, I'll merge it into the main
 snowflake branch. Then I want to merge Serene's go-webrtc updates
 (comment:11), Arlo's datachannel patch (comment:1:ticket:19569), then
 merge with master to pick up the patch for #19737.
