 Note: I didn't bump the consensus method for that, nor add a changes
 file... Not sure if we need a consensus method just for a testing network
 change. Also not sure if Rob really needs this to apply to testing
 networks that don't think they are testing networks.. In either case, this
 may be more complicated.
