 Right now, directory authorities reject descriptors where there is a key-
 pinning mismatch.  But this is going to cause trouble during the initial
 migration to Ed25519 keys.  Perhaps we'll decide in the longer run that a
 more forgiving approach is needed.  But in the meantime, we should
 probably turn it off while we try this all in practice.
