 Currently oonireport requires that you start Tor yourself and set the
 socks_port inside of ooniprobe.conf
 }}}

 By default ooniprobe starts a tor instance which is not the case by
 oonireport.

 We should offer a standard method of uploading without any user
 interaction apart from running oonireport.
