 Hmm, I can't reproduce this problem.  I changed the system locale to
 de_DE.UTF-8, rebooted, and even passed ` <jvmarg value="-Duser.language=de
 -Duser.region=DE"/>` in `build.xml`, but all tests complete without
 issues.  Can you include more details of the problem this patch is
 supposed to fix?  Thanks!
