 So should this be marked as a duplicate?

 It's worth noting that Windows is a poor platform to run a relay on, and
 will remain so until the Tor side bufferevent code (kind of abandoned,
 known to be buggy) is done.  Such issues are orthogonal to this ticket
 though.  AFAIK no one is currently working on improving the state of
 things, and should work be done with WinXP in mind.
