Massive walls of text aren't great ways to file bugs. That said...

developers should make the slider to avoid nodes basing on user location.
Not under surveillance but located in any country nearby should be better
than Five Eyes in all hops.
It would be naive to assume that SIGINT activity wasn't being conducted at
nearly every IXP. The change you want basically equates to "don't use the
internet".

New Identity does not rotate the Guard, and it would be absolutely
disastrous for it to do so. Changing the exit country will happen if the
path selection randomly picks an Exit with a different country, but each
invocation of the Path Selection algorithm is independent by design, and
altering the present behavior will probably have a negative anonymity
impact.
