 Currently, make test-network tests the `basic` chutney network by default.
 This only tests authorities, exit relays, and clients.

 We could change the default so we test bridges (bridge clients, bridge
 relays, bridge authority) and hidden services as well.

 This would ensure that almost all tor functionality gets tested during
 make test-network, while allowing tests to succeed on non-IPv6 systems.
