Comment (by teor):

 A workaround is to set:
 {{{
 LongLivedPorts
 PredictedPortsRelevanceTime 0 seconds
 LearnCircuitBuildTimeout 0
 }}}
 But there's no option to reduce the number of hidden service server
 preemptive circuits (see #17360).
