 It sounds like the ooni thing isn't intending to use txtorcon's use of
 tor-geoipdb? So I didn't need that deb, except to make txtorcon stop
 complaining? In which case that's an ooni bug, for not telling txtorcon to
 not worry about geoip, or a txtorcon bug, for not having a way for ooni to
 tell it?
