 Okay, I tried to incorporate all suggestions, including adding our own
 jars and external jars to the tarball, but I refrained from signing
 external jars for two reasons: they're already signed as part of the
 tarball, and I don't want to modify them by adding a signature.  It's also
 still possible to compare external tarballs file by file, in case its
 overall digest is different from what you get from other sources.
