 Not an ideal solution for everyone, but installing the FoxyProxy standard
 addon fixed the problem for my use case.

 I only set the following in about:config
 extensions.torlauncher.start_tor;false
 extensions.torlauncher.control_port;0

 The rest was done in foxyproxy.
