Comment (by teor):

 I have just tested bootstrap with all the authorities blocked in
 ExcludeNodes, and without any of the authorities blocked.
 In both cases, bootstrap works, and the first directory contacted is one
 of the fallbacks.

 Next step: contact operators for opt-in?
