 weasel and I spoke on IRC and `torrc.defaults` is for package maintainers,
 not upstream (us).
 So I'll create a patch to do the IPv4 portion of this in code, using a
 script to generate an array of C strings, which is then included in the
 existing empty array in `add_default_fallback_dir_servers()`.
