Comment (by n8fr8):

 Combining VPN mode with an outbound proxy is not supported at this time,
 at least on Android 4.x. It should work on Android 5.

 Also, when you say "Outbound Proxy" do you mean you are setting an
 Outbound Proxy in Orbot's settings?
