Maybe having a list only for bridge operators is a good idea.
But maybe it's a better idea to recognize that operating bridge relays is
not that different from operating non-bridge relays, and that these
discussions could as well go to the relay operators list. The
announcements you mention as examples are indeed primarily targeted at
bridge operators. But there may be other announcements like "All relays
and bridges should upgrade to Tor version 0.x.y immediately", and then
you'd have to post that to two lists. And of course you'd miss one of
them. And of course you or somebody else would start cross-posting and
the world as we know it will end. So, it seems that relay operators would
not mind if you add this extremely low traffic to their this list. And
maybe they start finding it interesting to also run a bridge? And, oh
hey, look how the description of the tor-relays@ list already includes
bridges: "support and questions about running Tor relays (exit, non-exit,
bridge)".
All that being said, the policy is that if you're a Tor person and offer
to moderate a list, you shall have it, even if list admins think it's not
such a good idea. If you still want it, please say so, and we'll make it
happen.
