 I believe this problem should be fixed inside of Twisted, but if is of
 importance we can implement a fix specific to ooni.

 You should be able to run the test fine if you specify the URL using it's
 xn representation, in your example:

 "xn--espaa-rta.icom.museum"

 This is in fact what browsers and all applications that support utf-8
 domain names do transparently to the user.
