 I think about:tor is an OK place to show the current security level, but
 we want to avoid making about:tor too busy. It's already getting pretty
 densely packed with stuff.

 How about this in addition/instead: A lot of stuff has changed in the
 Torbutton menu. Perhaps it would be good to display a one-time ribbon (as
 in under the URL toolbar) that tells people that the green onion menu has
 lots of new features, including new security settings, and a new Tor
 Circuit Status display while websites are live.

 The one challenging bit about a ribbon notification that describes the new
 Torbutton menu is that the circuit status display won't be active until
 the user navigates to a website. So perhaps we don't display the ribbon
 until a site loads? But then, at that point, they may already be occupied
 with what they are trying to accomplish, and may ignore the ribbon...
