Comment:

 While investigating #15268 it turned out that even in 4.5-alpha-1 the OS
 locale is still leaking. The example URL
 http://www.fixtheworldproject.net/ shows a german date format on a german
 Windows 7 machine although I tested with an en-US Tor Browser.
 We missed something in the patch, thus re-opening.
