 That's the implemented behavior, yes.  Please find a spec patch in
 [https://gitweb.torproject.org/user/karsten/torspec.git/log/?h=task-15276
 my task-15276 branch].  I added the same sentence to the `"hidserv-dir-
 onions-seen"` paragraph to make it clear that negative values are allowed
 there, too.
