 With #15254, an idea was brought up to have a second torrc option for
 experimental hidden-service statistics.

 Currently we have `HiddenServiceStatistics` that just enables them all. As
 this ticket is being written, only volunteer relays enable it but we are
 considering making this option on by default thus new future statistics
 would end up also enabled by default which is not maybe what we want.

 Thus adding an option for experimental statistics in torrc which could
 look like this:

 HiddenServiceStatistics 0|1 (default: 1)
 HiddenServiceExperimentalStatistics 0|1 (default: 0)
 }}}
