 I believe that this ordered list of countries should be constructed as a
 dynamic view, a list of countries sorted by lowest-frequency-of-reports-
 first that contain some evidence of possible censorship.

 Perhaps a "sponsor a probe" or "please run a probe" page on the OONI
 website could feature such a view.
