Comment (by teor):

 To enable opt-in/opt-out, I need to add a whitelist/blacklist feature with
 IP addresses and/or relay IDs.

 In the whitelist, I'd prefer to list both and only include if they are
 both present in the descriptor.

 In the blacklist, I'd prefer to list both and exclude if either is
 present.
