 noscript just evaluates this on every page matching the template.

     user_pref("noscript.surrogate.recaptcha.sources", "!*");
 means every page with blocked scripts

 noscript.surrogate.recaptcha.replacement is the source to evaluate. It
 replaces script-based recaptcha with iframe based one.
