 Alternately, weasel suggests mailing tor-relays:

 all future ones that qualify as fallback" yadada.

 small number, say 10 or so, and try with those as a first step.

 [18:39] <weasel> and also it'd scale saner.

 Updated script in branch `feature15775-fallback-update`:
 * sort by bandwidth weight (previous sort was by key)
 * take the TOP_N_BY_WEIGHT relays, currently set to 512 as a sanity check
