 Part of this task may be to re-arrange the website.  For example, we might
 consider moving the permanent link further down below the explanation
 text, so that people can find it easily by looking at the page bottom.
 One downside is that this would change the static footer that is the same
 on all pages, whereas the permanent link only appears on non-error pages.
 But I'm not a web designer.
