 We've had various bugs, like #15850 and #16381 and probably others, that
 impact the ability to reach hidden services. What have they been over the
 past year?

 Researchers are trying to track hidden service performance and robustness,
 and they could easily draw wrong conclusions if their experiment is during
 "that time where we knew things were broken".

 Let's write up a timeline of these issues, and put it on a wiki page, and
 aim to maintain it over time.
