Comment:

 This is a very vague ticket and it's unclear what this should mean
 exactly.

 By some definitions of "fully functional system" and "deployed and ready
 for scaling globally" this is done, for others perhaps we still need to
 make improvements, but let's do that in some more specific tickets.

 I'm going to close this.
