 Give us another two weeks to figure out whether we can really handle
 statistics with Laplace noise.  We should have a tech report ready by end
 of January.

 Also, we still need to tweak the Laplace distribution code; see
 https://trac.torproject.org/projects/tor/ticket/13192#comment:45 and
 #14090.
