 I believe the original goal was to avoid having to rebuild a new circuit
 (and I believe also picking a new intro point) when accessing very popular
 Tor Hidden Services via tor2web.

 Time has passed and I'm no longer sure if this makes sense or if there is
 a better way of achieving the same goal.
