 Not all tests can run under all targets. This is understandable (if you,
 say, lack a ControlPort you can't run tests about the ControlPort!), and
 we skip them. Better though would be to omit the tests - they're just
 noise.

 Not entirely sure how to do this with python's unit test module. Might
 require a clever hack.
