 This issue happens with recaptcha on many sites.
 It's most common when JavaScript is disabled. (Typically CloudFlare sites
 or Tor's Trac.)

 But you appear to have JavaScript enabled, so we'll need more information
 to diagnose the issue:
 * Are you running at the default "Low" security level?
   * (This will also confirm if you have JavaScript on.)
 * What happens when you leave private browsing mode enabled?
