 r=mcs with a few questions:
 Does it make sense to use Preferences::AddBoolVarCache() for the
 privacy.suppressModifierKeyEvents pref?

 Do we have any automated test for our keyboard event fingerprinting
 defenses? If not, we should file a ticket so we remember to add some.

 Has this been tested on Linux and Windows? I tested on Mac OS using your
 https://arthuredelstein.github.io/tordemos/keyboard.html page but I could
 do more testing.
