 Manual rules are not saved in the Local Storage when you try to do so in
 an incognito window. Additionally, manual rules are not loaded from the
 Local Storage.

 The issue occurs with HTTPS Everywhere 2015.8.13 and Google Chrome
 44.0.2403.157 m (64-bit).

 == Steps to reproduce the saving bug ==
 * Open Google Chrome with the startup parameter "-incognito"
 * Type https://www.oneworld.com
 * Click on the HTTPS Everywhere icon and add a manual rule for that site
 * Restart Google Chrome without startup parameter
 * Type http://www.oneworld.com
 * The protocol is not rewritten to https

 == Steps to reproduce the loading bug ==
 * Open Google Chrome without a startup parameter
 * Type https://www.oneworld.com
 * Click on the HTTPS Everywhere icon and add a manual rule for that site
 * Restart Google Chrome without startup parameter
 * Type http://www.oneworld.com
 * The protocol is rewritten to https
 * Open an incognito window
 * Type http://www.oneworld.com
 * The protocol is not rewritten to https
