Comment:

 We already solved the meta-problem with #11144.  Torrc.sample is the
 human-readable one; the one that goes into /etc is torrc.minimal .  We
 don't make changes to torrc-minimal.in; instead we stage them in
 torrc.minimial.in-staging until we actually _do_ want to make a breaking
 change to the default that goes into /etc.
