New description:

 Once Firefox 38 ESR reaches beta state we should start rebasing our
 existing patches. This ticket is tracking that progress + the upcoming
 issues.

 * Firefox 38 Release (and ESR): 2015-05-12
 * Firefox 31 ESR end-of-life: 2015-08-11
