 Since #15435, there's an official way to use stdin closure as a signal to
 terminate PTs. meek 0.17 uses this new way. Here is the small diff:

 The only reason I'm bugging you with this upgrade is it also requires a
 torrc change to simplify the command line and remove the --exit-on-stdin-
 eof option.
