Comment (by arma):

 Another useful outcome would be to compare the current design to the
 following alternate design: hidden services publish to n hsdirs, and
 clients fetch from among k<n of them. In that design, hidden services
 overpublish to a few extra relays "on either side", to reduce the chance
 that relay churn will result in a relay that clients fetch from but who is
 unable to handle the request.
