 Thanks, Sebastian, for starting this thread!

 Minor correction to the last comment: v3 votes are available via the
 directory protocol.

 What's not available is a subset of server and extra-info descriptors.
 More specifically, if a descriptor is not referenced from a consensus or
 vote and is not the most recent descriptor (available via
 `http://<hostname>/tor/server/all.z`), it's not possible to learn about it
 via the directory protocol.

 Not sure if the solution is to make all descriptors (not only the most
 recent ones per relay) available via the directory protocol, or if there
 should be a document that references all descriptors.  Either would work
 for Metrics.
