 Your intuition seems to be correct. I used about:config to toggle
 extensions.torbutton.local_tor_check to false, and also set
 extensions.torbutton.test_url to an empty string. I restarted 25 times,
 and it worked flawlessly. I then reset said settings back their defaults,
 and got a hang on try number 2.
