 Currently if you run a test like bridge_reachability and the system runs
 out of memory the kernel will start randomly killing tor processes.
 ooniprobe should detect that it is running out of memory and:

 1) Print a warning message

 2) Stop starting new measurements until the memory usage goes below the
 critical level
